Need advice on surface agitation

I've a HOB filter in my 10G tank When the tank is full of water the outlet of the filter completely submerges, so I lowered the water level right now it looks like in the video

My question is 1. Is this surface agitation enough for the tank? 2. If not, is there any other way to increase the agitation? (other than buying an air pump) 3. Or can I raise the water level to fully without worrying?

My tank currently has 5-8 cherry red shrimps 5 Pygmy corydoras Ton of ramshorn snails, hydra and planeria
