Upgrading existing installed sound with no existing connection to FLS panel?

If you had a project that where the client had asked you to replace their DSP, amps, speakers, mics, etc. but not install any new cabling, what would you do if no FLS connection (Fire Life Safety, for muting the amplifiers/DSP if there is a fire alarm trigger) ?
I work with a lot of municipalities with very very limited budgets (like, one of our clients is a village of 2,000 people). They do not have the budget to do any sort of recabling if it does not exist, they can barely cover the sorely needed AV updates (20+ year old dying analogue systems). These are not new buildings so either the building designer did not know or it was not applicable when they built the building.
Their system is ancient and dying and we want to replace it as much as they do. But I'm slightly concerned about this omission. It is present in more than one location we work with.
The one caveat is that these spaces are purely speech amplification and feature no ability to play music (government chambers). However I'm not sure there's a distinction when it comes to requirements.
What would you do in this situation? Would you move forward or would you require them to install the connection first?
