Does Costa Rica have a cartel problem?

I’ve been traveling to Costa Rica for many years and always thought and felt it was safe. Granted, I don’t live there and my experience is one of a tourist. All indications in the international press are that Costa Rica has mostly avoided the organized violence associated with drug trafficking, specifically the cartels. So I was quite surprised to come across this line in an article about the arrest of a drug trafficker, “The country has been rocked by widespread violence between warring cartels…” I realize DM has a tendency to sensationalize, but is there any truth to this? Are they actually referring to Costa Rica in with this line? Here is the article for reference
