Is there a rule for this

I work in the 2’s room and there is a girl in the class that is 2.5 that comes 5 days a week from 7 am - 6 pm. Which is the entire time we’re open. She obviously is having behavior problems likely from being at school 5 days a week 11 hours a day. I feel like it shouldn’t even be allowed to have a child in school that long at that age. I already mention to the parents the behavior problems but should I mention to them that it’s likely due to the long days at school?
