Weird Smells and Behaviour from upstair neighbors

I repeatedly smell a strong chemically smell with a bit of sweetness in coming through the HVAC system. I get woken up in the middle of night because of it. They have also never used the garbage out back since they moved in 3 months ago. Should I be concerned?
