Am I getting scammed?

Guy I hired to run my ads charges 700 a month. It’s almost the end of the first month and I’ve only 2 customers from his ad service. Probably a total of 28 leads came in. More than half were people accidentally clicking the ad. I run a small lawn care service in Los Angeles. Ad spend was $20-30 a day. Do I really need to use his service? Is this something I could do on my own? His creatives look like they were made with 90s word art software which he says “ugly works the best sometimes” He turned off my best performing ad midway through the month for some reason he wouldn’t answer why. It seemed like all the daily budget pushed into that one where the other ads he was testing barely got any? So maybe to help motivate the adspend to go to the other ads? I don’t know I just feel like I’m pissing my money away.
