Is Apple intelligence available in Finland?

I just got the new 16 pro max, and when I got it Apple intelligence was working. I turned it off after initially getting annoyed with it, but now it’s stuck downloading and doesn’t seem to get any further. I noticed I had my region on U.S by accident. Could this be why I had it? 😂
