Am I the only one with terrible luck?

I have been trying to catch the phantom Meg and the only thing I’ve been hooking is normals and at most a mythic fish. I’ve used the Poseidon rod, kraken rod, and even the destiny rod, plus Merlin’s luck and have cause nothing. I’m using the right bait and everything but nothing is working. Am I doing something wrong or is there a bug?

Edit: I am on a private server so no one else could have caught it
