missing hydroculus helppp

i tried using the hydroculus resonance stone, but it wouldn't show anything no matter what 😭 im thinking that its a quest locked hydroculus,, but i searched online for all the quest locked ones and realise that ive already finished all the quests before!!! also i did get the hydroculus from the fishing thingy already 😔😔 i have no idea where the last hydroculus is and it's the fact that not even the resonance stone can find it... can anyone please helpppp ? thanks so muchhh
