HP OMEN 16 performance issues

Hi, I've recently bought the HP Omen 16-fx000.. with Ryzen 7 7480HS. RTX 4070. 32GB OF DDR5 and 1TB of storage.

Playing CS2 I only get 220-150fps, sometimes it feels like it stutters, the more i play the worse it gets. Pressing Tab gives me 100fps.

I tried all the power options, nvidia settings, bios update. CPU and GPU usage are both at roughly 40%, is such performance considered normal? A few months back I had a ASUS Zeyphyrus M16, with an Intel chip but similar specs, the game used to be always around 300fps.
