The portable hellbomb is such a fun and unique new item, it adds a disposable backpack and a reason to bring more than 1 backpack, and the ability to bring a big boom with you wherever you go. This is a great addition as what it costs you is a stratagem slot and your backpack slot for a while at least.

The Ultimatum allows you to bring 2 big booms with you, and deploy them at a range and with a precision similar to any stratagem, with destructive power to match. What it costs you to bring is your secondary slot, but frees up a stratagem slot. It in its current state removes the need to bring many stratagems and use more complicated and fun tactics.

Also if you think its hard to aim you need to remember that they just added it, people will eek out more range and precision from it making it basically a faster recharing OPS that can hit weakspots. A gun won't be balanced by some people sucking at aiming.
