Does anyone know why TIRA's coupons don't work like they used to? (image attached)

I am getting 16 rs off for a product worth 1600! I haven't shopped from TIRA much but as far as i remember we would get like 200/300 off minimum.

I have tried all coupons for this & also created a new account, it still only gives me 16 bucks off. Shame.

I am trying to get a hair mask, anyone knows any other website where i can use a new user coupon or something?
