Cecil isn't right, he isn't necessarily wrong, but he cannot be right by definition. This is because Cecil doesn't have a point, he doesn't have an argument he truly believes, he has a set of words he needs to say in a specific order to get people to listen to him and do what he wants. There is no meaning of true beliefs behind them, just a desperate need to reestablish control and authority over a situation far out of his control.

Are we actually meant to believe for a second Cecil genuinely cares about rehabilitation, if he did he may have seen any evidence of this belief at any point before now. No, Cecil just cares about having tools and assets he can utilize too keep earth safe. If those tools and weapons happen to wear orange jumpsuits, all the easier too establish a short leash.

Cecil and Mark didn't have an argument, they had an emotion fueled game of ego chicken. Mark in a state of PTSD fueled rage, Cecil in a state of PTSD fueled paranoia. Mark isn't in the right, Cecil isn't in the right, there is not enough genuine logic or reasoning in that situation for anyone in the right, just two people hopped up on emotions grasping at what ever tools are close at hand too make the other blink.

Ciecil sounds like he has a point only because his power in the situation comes first from his ability too project confidence, authority and manipulate people far stronger then him. This is his field and he is far better at conjuring good sounding bullshit too get what he wants. But he doesn't have a point for the same reason Oliver doesn't have a point when mentioning the mauler twins don't have friends. He is just saying the words that might get him out of trouble, there is no true meaning behind them.
