Current Surplus and desired surplus

Hi guys, First of all, I'm not native English speaker. So hear me out.

I dont really understand the trading concept. The desired surplus and current surplus. I want to export something. But at the same time i dont want my town to over export. So what shoud i pick higher? Should desired surplus be higher than current surplus? Or should it stayed lower?
