Order of operations for replacing defunct Pokéstops with new ones?

I live on a uni campus where a ton of the Pokéstops are murals and student art pieces that have been moved, or no longer exist irl. That, or they're really lazy photos of building entrances that have been placed at the wrong locations.

I'm interested in updating some of these so they reflect what's actually there, but I know that preemptively removing stops is a bad idea.

As an example:

  • There's a pokestop in a high traffic area that shows a mural that's no longer there; it's been moved to the opposite side of the building.
  • However, right next to where it used to be it is a theatre box office with permanent, unique signage.
  • I've nominated the theatre as a POI, but it was rejected. I imagine, because there's an existing pokestop right next to it.

So, do I report the mural as no longer existing, then try to appeal the theatre? Should I just submit new photos, title, and description for the existing pokestop so it gets changed into the theatre? As I understand, Niantic won't let you do that unless it's a mural that has changed.

On that note, the mural that used to be near the theatre has now been moved to the location of a different pokestop, also a mural. In this case, I can submit new photos, title, and description so it shows the correct mural, but since there's already a pokestop depicting that mural (in the wrong spot), will that prevent them from accepting the changes?
