unable to craft small feed bag+grappling hook???

hello! so currently im level 15, and i used my ancient technology points to unlock the small feeding bag and grappling hook. it unlocked, i have all the materials, but i cant find anywhere to craft it. its not on the high quality workbench whatsoever. any ideas how i can do this?
