IS THIS PHIMOSIS

the foreskin goes half way down when its erect. If I pull it back it goes till the ridge but is very tight and as soon as I stop pulling the foreskin goes back to the half way mark. Also when my penis is completely flaccid I'm able to pull the foreskin down comfortably but the glans bends (which i presume might be due to a very short frenulum). Is this phimosis and how severe is it?
