Improved knife and tomahawk recipe locked in epilogue?

I am trying to get 100%, and one of the missions require me to craft an improved tomahawk. I have every recipe in the game, but not the improved tomahawk and the improved throwing knife. Apparently you already unlock these after chapter 2. Yes i use mods, specifcally rampage trainer. Need help
