12 of 13 Bounty Boards

I've been trying to get 13 of 13 but I never get the 13th. I write them down, complete them, and have done them many times over the last 2 years. I have sone $ and $$ bounties on all of them, still nothing. Iask for help from Rockstar support, and the cooie cutter message about Vouchers.

Here is the list I have been doing from what I see available on the map. Am I missing something here?

3 Emerald Ranch
4 Rhodes
5 Valentines
6 Wallace Station
7 Blackwater
8 Strawberry
9 Riggs Station
10 Armadillo
11 Tumbleweed
12 Venedict Point
13 Saint Denis

I did these again tonight, and after completing Saint Denis I noticed it wouldn't give me credit toward the Daily called "Bring in 2 Bounty from Lemoyne Posters"
So I did another Saint Denis, and again no credit toward that daily.
I wonder if this whole time I've been playing last couple years, Saint Denis isn't counting toward the 13 Bounty Boards
