The true villain of The Last Jedi

It isn't Snoke, Kylo Ren, or even DJ the true villain of the movie was Slowen Lo. He had Finn and Rose arrested just for parking on the beach this resulted in them missing the codebreaker and meeting DJ who turned on them to save his own skin. He is responsible for all those lives lost who knows how many of them could have been saved if Finn and Rose had gotten back sooner with the codebreaker.
