Distinguished Admiralty Civic is Inactive

I'm trying to figure out why my Distinguished Admiralty civic is inactive. When I go to the Reform Government tab, and hover of Distinguished Admiralty, there is an X next to the "requiored to be some dagree of militarist." I have Millitarized Economy but not a very large Fleet, so I'm thinking I need a bigger Fleet to get the civic to reactivate?
