How do you complete the banking brothers quest when you can't find anyone playing PVP?

I'm stuck on the French part of the quest. I look for a spanish ship to sink and no one is playing so they simply don't exist... What are you supposed to do I've jumped to different servers but none that I have found have anyone playing pvp... is there server where people do the pvp?
