Is this an animal control call?

One of my neighbors has a dog and every time he breaks out of their yard, he is in worse shape than the last time I saw him.

It doesn't appear he's being fed properly. He shakes uncontrollably when you pet him. You can see every bone in his back and hips.

I know I need to reach out to someone, I'm just worried animal control will simply put him down.
