People who only use LTS, do you fresh install every time a new LTS releases?

LTS to LTS upgrades seems to be fine for most people, however, if you encounter issues, they will usually be hard to fix.

Do you fresh install, or just upgrade, and manually fix the bugs that come with the upgrade (if you get any)?
