Koumei after 1999

How does Koumei feel to play like, now that ally kills contribute to her decrees? What changes - buffs/nerfs would YOU give for Koumei?

Side Note: This frame looks stellar and has cool sound effects. Would be hella cool if y'all got any tips as well along with it.
