Game causing my PC to restart/shutdown

I've recently reformatted my PC due to having too much junk files / installed

I've also installed a new m.2 device for my games

I've downloaded Wuthering Waves but now it crashes my PC upon reaching Rover Title Screen.

I've tried so far:

• verified files via launcher
• installed direct X
• installed all Visual C++ redistributables
• installed the latest GPU drivers and last known stable drivers I know for both AMD and nVidia
• Swapped out my GPU from GTX 1080 Ti to RX580 (using DDU between changes and both aren't overheating)
• reseated RAMs
• reseated my CPU (not overheating)
• transferred it back to my old Game SSD Drive and ran it there.
• changed graphics settings in Windows to either Balanced and High performance

until now I can't play, prior to reformatting my PC I could play fine, but has a tendency to crash randomly now it just crashes upon launch.

any hints would be appreciated.
