Anyone else think that Death of the Outsider is far better than D2

I really feel like Death of the Outsider hits a note that Dishonored 2 just failed to achieve. The level design, the story, the music, the overall mood of the experience. Not sure exactly why, but it really just hits different than 2. What's your opinion?
