Most shocking country that never won?
What is the country you're most shocked has never won? Discuss!
For me, it's Romania. In the late 2000s and early 2010s, they were the spearhead of European music. Every other international hit of the time was produced there. They tried something in that vein with Mandinga, but the product was too cheap compared to Alexandra Stan and Inna's output. I remain convinced that had they sent "Mr. Saxobeat" in 2011, they would've won easily.
