Can't Blame the Council as Much in ME1

As far as Reapers are concerned, you can't really blame the Council not buying it. Reaper story is like one of those youtube conspiracy theories at this point if you're not Shepard.

Of course, "we have dismissed that claim" in ME2 is inexcusable.
