Cars pulling out of park, or car turning?

So i just saw this in town and was wondering who had right of way. Shit drawing, but green car was in a normal street park, parrallel to road. Car behind them stopped to leave a gap. On other side of road, another car was turning into the driveway.

Based on courtesy driving being bad, the car turning in front of traffic is likely in the wrong i assume. But if that car wasn't there, would the turning car still need to give way to the car pulling out of the park?
