Where to buy custom plushies?

One of my friends wants to buy a custom plushie somewhere (either commission an artist for it, or buy it from a company. Doesn't matter as long as it's not CRAZY expensive, and is good quality + legit). She wants to request a custom plushie of a guy named Dolph(?) From Captain Laser hawk. Does anyone know any good places to request a custom plushie of a character, to buy from?
