Island Bound DLC Emergency Problem

When I play the island bound DLC, there were riots, and I've tried calling elite ops, I have the money to buy them, but when I click on the emergency tab and click the elite ops, nothing happened. They aren't spawning. I have a helipad, there were no helicopters on the helipad. One time, there were many dead prisoners and I was only able to call in only one group of paramedics. Nothing else. Is this a bug or am I doing it correctly?
