Upgrading the Ship

So I got 2 crewmates and also at one point somehow received a License. But still SAIL is not giving me the option to upgrade my ship eventhough I got 2 Modules. The Sparrow Quest to upgrade also didn't pop up. Neither automatically, nor through SAIL, nor through Penguin Pete. Is this a bug or am I missing something?

I'm playing vanilla, most recent patch on PC(Steam)

Neither "/upgradeship '{"shipLevel" : X}'" while X is the level, without the "" nor " /spawnitem shipTX" while X is the level, without the "" did the trick. I just spawned 10k via commands, bought the license off the shady guy and went ahead. Works now. I figure I mustve accidentally pressed "ESC" when the initial Quest-prompt appeared and thus "decided" to never want to upgrade my ship lol
