Adice for Bear Paws (Cotyledon Tomentosa) Appreciated

I've had this main plant for about 5 years now. It has grown alot sense I've bought it. I've even been able to propagate it to several pots and give some to friends.

However, my question is: how do I get it to grow those big leaves again?

You can see a few in the picture that have stuck around for years. But all the new growth has stayed small.

It is in north facing window and gets all the sunlight illinois weather can provide. I water it at least once a week, sometimes once every few weeks if the soil isn't thirsty. I rotate it every so often to keep it up right.

Do I need to prune it back to get the big juicy leaves again? Does it need more water? Less? Any advice would be appreciated.
