Why is Kiramager not included in anniversary stuff?

Kiramager Gear wasn't used very much in Zenkaiger. Donbrothers didn't Avatar change into Kiramagers. In Gozyuger press conference, Kiramai Red wasn't included with other Reiwa leaders. From the Gozyuger trailers, there is no Kiramai Red or Kiramaizin. Kiramager is considered the first Reiwa Sentai. Why it isn't focused in the anniversary aspects?
