Applying as a Former Federal Employee

Hi everyone, I'm applying as a former Federal Employee as a GS-11. I was with the USDA for 3 years, so in my reading I'm eligible to apply as if I'm a current federal employee. Is that accurate? If so, in looking at this job posting for example, what eligibility should I select in addition to the Schedule A that I already select?

As well, am I eligible to apply for GS-13+ positions since I have the experience in the private sector and education with 2 Masters now?

Also, I've been living abroad since I left Federal service, does it count against me that I'm listing a foreign address when I apply?

ETD: Also, I'm only applying to positions that are overseas as I would prefer not to live in the US again.
